Flare gun has so much more style than the shotgun. Getting down the aim and making those crazy shots is so worth it.

Flare gun will usually do more damage, but the damage spread out among the other team; this makes the flare gun more useful in TEAM support. Also I like fire.

Flare gun is also good for axtinguishing oblivious snipers without breaking stride.

It's also fun to humiliate people by killing them with flares while they're in the water.
 
Shotgun is also obviously superior when you have a medic, but the flaregun allows for more damage avoidance.
 
I never realized that flaregun gets minicrits on already flaming enemies
 
I use both actually, but I lean towards the shotty since its very versitile. At times I find it hard to hit scouts with the flare gun where as the shotty is pretty easy to hit any class.
 
Shotgun, fer shure. I do use the Flaregun too at times, but the shotgun is much more fun and practical. Hell, I even use the shotgun on a heavy a lot. That's how much I love the darn thing.
 
The shotgun will be with me, always.
The force, however, only "may" be with me.
 
Because even the best scouts are becoming predictable, I find that the flaregun is superior to the shotgun vs them. Even the best scout can't survive a mini crit followed by the burn damage.

Before anyone says I haven't met a good scout, I've played against scouts that make most look like HWG's carrying cap guns.

Meh, I fear Shotgun-wielding Pyros way more than Flare-wielding Pyros. It's fairly easy to predict which direction they're going to fire based on your trajectory.
 
In general I can't go with either of them. It's apples and oranges, each one has significantly different uses.

But out of personal preference for my playstyle, shotgun is the way to go. It's much easier to pick off fleeing enemies with a shotty then it is the flaregun, at least in my experience.
 
Shotgun. I find it more useful than the flaregun, especially against pyros at medium range and when I'm underwater. Because I use the axtingusher the shotgun is the only weapon that can do anything underwater.

Bad flaregunner = bad flaregunner. The flaregun gives you more angle of attack vs. scouts if you know what you're doing. The other day I killed a scout falling toward the water on 2fort. He double jumped in a zig-zag pattern, but you just wait out the double jump and then fire.

Well, I divide the pyro weapons into two groups: Anti-pyro and anti-everyone-else. Backburner, shotgun, and normal fireaxe are the anti-pyro weapons; normal flamethrower, flaregun, and Axetinguisher are anti-everyone-else. My loadout is entirely anti-everyone-else, because I'd rather be able to counter eight classes than one. Besides, typically when I run into other pyros, they want to have a flamethrower duel anyway. Plus, I'm pretty good at judging trajectories, and I like having some degree precision (I usually play sniper), so flaregun suits my long-range harassment needs.
 
Shotgun usually, I find it better for me when used offensively (lol, most people say its more defensive), and I use the flare gun defensively (and if there are pesky snipas running about, er standing)
