Yes, I do know how you can also earn it with events and such but, I dont participate in events but I do get more casino cash, why is that?

Well, he can't win two weeks in a row. And if he wins, in three or so cycles, he will have a far less substantial bankroll to use to win allowing someone else to win.

Which is kinda the entire point: He's been rewarded for winning the bounties by getting maps of his choice - for a while. But then, someone else gets their shot.

Unless he keeps winning bounties. Or you guys win them before he does... and so on and so on...
