I wish had proof, but i know for a fact that its been in the game for a while I know, because I've looked through the models on tf2 archives for making a map. I found tons of hidden things in the game. That blueprint is for a death ray at least it looks like it. I figured that what its for, because theres a model thats called ray-gun, but to me I that was the concept art like its an easter egg in the game.
I guarantold you, it's either one or the other. probably the other. probably.
Oh, I see your problems.
Problem #1: you have some numbers in the bottom right of your screen, they're messing up your game, and are usually a sign that your computer is getting sick. To cure it, try pouring some Tylenol into your computer's insides to make it better.
Problem #2: There is a green dot right under the blueprints. Now either you're cross-hair got radioactively infected, or the Sniper from the Green team is looking your way. Either one could be devastating. The cross-hair could infect the rest of your computer and make everything else look green, to see if this is happening, look at this, does it look green? If so then something is definitely wrong.
If its the Sniper, don't take your chances, stop playing TF2 until it goes away. Ask your friends if they see a green dot. If they DO see it, don't play because the Sniper's still around, if they DON'T see it, don't play because he is probably still aiming at you.
Problem #3: You have two carts at the same time. Either something went horribly wrong, and a cart spawned for the Red team, or you're playing Pipeline. In either case, try rebooting without saving any important files. If you have no important files, make some, then try it as many times as needed.
