Planetary Council Question

I have a second city (Pwnville) and I plan on including a Planetary Council in there. Before I do, I have a few questions:

1: I'm part of Black Company. If I build a PC (Just so I shorten it) there, will my new city automatically enlist with the alliance?

2: If I level up the PC, will it count to the alliance membership?

Ad 1. You do not need a PC in your other cities. Just one PC is sufficient
Ad 2. Only the highest level of the PC is taken into account thus the reason for not investing in more then one PC
