I don't remember where I read it, but I remember reading that the Keys to the City was the version for retail.
The game is good, and the customization superb, but the combat and mechanics are lacking in my opinion.
My game breakers :
1. I purchased a shotgun and it was useless, even up close. How does a semi-auto drum-fed shotgun always lose at point black? And other players agreed.
2. The matchmaking system seems very flawed. And by "seems" I mean "is." And by "is" I mean "it sucks." Myself, and many other players were constantly pit against other players that were juggernauts by personal comparison. The straw that broke my back, was that I had partied up with one other player and then was put into a 2v2 against Enforcers. We lost really bad, and then separated due to him my partier rage quiting. THEN, when I just decide to get in my car (which I customized and loved) I get an APB out for me. Ok, that's fine, I get that alot. BUT, it was the two Enforcers I just faced that had to chase and arrest me.
So, by the games logic. If I can't beat two Enforcers with a partner I should be able to do it.....by my self? Nope, they owned me even worse than the first time.
APB, needs work. As it stands, I don't believe it's worth a box price. Maybe if you could DL the game and they just by time like EVE, but no. APB wont get my attention unless they overhaul that crap.
