You don't need to reformat like he's suggesting. That's wiping your whole computer. This is a very simple issue to fix, you don't need to reinstall windows to fix it -.-Wait how do I do all that cool breeze?

Well, basically this error is something on your end that is blocking the connection. We just have to figure out what. CCleaner just cleans up files off your computer, not exactly sure why it would help, but you might as well download and run it, all you do is open it and click run cleaner.Do you know of any other fixes without disabling my firewall (Again I will if and when my dad lets me)?

I understand and a reformat+reinstall is probably considered pretty extreme amongst some. I used to do that on my old PC on a whim and with Windows XP and IDE hard disks, believe me. It takes some time. My current setup allows for a full reformat and install in only about 34 minutes. This however is due to a combination of Windows 7 and much more advanced hardware being used.
That can be, but is not a guaranteed catch all for computer problems. I even tend to use it as my personal "anti-virus" but I still tend to use software to see if I can go without doing it. Nasty warez do tend to require the use of a full reformat of a system disk before they will die, I've learned. Unfortunately with Steam and CS:S, the damn "cloud" has been on for a while for most people, so now there is a process for a previous account holder to reinstall fresh and get rid of the old settings they've used and tried to tweak with that may be causing them performance losses.
