I have added the clarification to the front post
My apologies, I implied that events don't count by having jail and regular (not jail or events) rules, but not events rules. I should have been more explicit though.
If I am attending the event, I may allow collections from that event, but it is too difficult to regulate all events unless I am there to see how the event is progressing.

Well, the reward is low to some people and they don't want to waste their time with something they could easily win in 10 or so minutes in the casino. Just think about that

1) Get Leadership to do their weekly combined Jail raid.
2) Specifically state that Leadership members only should stack in an area during LR.
