I have come to fully under stand that like the ct's in jail many admins are "trigger happy on kicks and bans". I think that this should be changed because if a e breaks one rule they are not warned usually they are just kicked. If it is something "horrible" they are perma banned. However when a eG or eGO says or does something nothing usually happens. This i think should be talked about and dealt with.

Admins follow the same guidelines as everyone else, if not more strict.
For any admin you feel is breaking the rules in a repetitive manner, there's a Dropbox forum you can drop a complaint at.
There's also CS:S Admin Trainers you can contact: BigRedKing(HeadAT) and Mikkel are the two I can think of right now.

As a member, you are expected to know the rules fully and follow them, therefor they do not get warnings, we go straight to kick, and then ban. Additionally, you have plenty of tools to report misbehaving admins, or other misbehaving e's by either PMing an advisor in the CSS divison or by using the drop box. We read and discuss every problem reported to us, your words do not go unnoticed.
