On March 1st, a new expansion comes out.
That expansion will feature a campaign each of the 6 races, the addition of upgrading units as well as heroes in the campaign (that's what it looks like), and maybe some inclusion of base building.
Campaign for all six races?
Yes, it looks like Retribution is, as is custom, introducing a new race. Imperial Guard is confirmed, and it looks like it will have a kind of Inquisitorial theme. For example, one of the Imperial Guard's heroes will be an Inquisitor.
And what do I mean by "That's what it looks like" in regards to upgrading units?
There hasn't been much info released, so I'm just going off of what wikipedia and Steam are saying. Steam says
Inclusion of Base building?
That's what Wikipedia says. I wouldn't entirely trust it, seeing as how it's Wikipedia on an unreleased, unanticipated game, but here's what it says on that subject.
The game is more of a whole new game, rather than just an expansion, though. The updates included in Retribution will not be patched into the previous Dawn of War IIs.
This DoWII also drops GfWL in favor of Steam.
If you buy this and no other Dawn of War IIs, you will still be able to play as all six races in multiplayer.
As for preorder bonuses...
If you preorder the game from THQ.com or Steam, you get to pick a special pack of wargear for one race. The Tyranid pack is exclusive to THQ, and the Ork pack is exclusive to Steam. The IG, SM, Chaos, and Eldar packs are available in either store.
If you want all of them, get the Collector's Edition at the THQ store.
The War Gear packs also include new abilities, and the Collector's Edition comes with the usual stuff a collector's edition comes with.
So the Collector's Edition, in total, gives you:

I just got the game recently, and am currently on the last mission of the SM campaign. Played some last stand, and I'm lvl 16-17 now (highest wave I got up to was 18-19)
