First, IW is almost non-existent now. So many of the staff quit their positions that IW is now just a shell of their former self. So Activision probably had no choice but to hand off the development of the game to another studio. Second, key members of Activision have stated they are doing a CoD game every year, which is why they have 2 development studios (or had, I suppose, it the better term). Each game gets about 2 years worth of work and is released. But you can't really blame Activision for doing that, since the basic law of economics states that there is no reason for supply without demand.
In reality, we only have ourselves to blame for extremely frequent and sometimes unfinished games being released ahead of schedule. Gamers (all platforms) are constantly wanting new games to play, so Activision is just filling the void. Even their pricing structure (which I hate) can only be blamed on the consumer. If gamers had taken a stand and not bought any DLCs or even boycotted the increasing price of games, it would have forced studios to provide moderate support without cost (maybe not on the level as a DLC, but honestly does 5 new maps warrant your $15 dollars?).
But anywho, I'm pleased they have Raven Studios working on the multiplayer. I powered through the entire game of Singularity (7 hours straight in my chair... yes it's kind of silly) and I immensely enjoyed the game, so if MW3 will have just half of what was shown off in Singularity it should be an enjoyable experience.
