how do you know if your CPU is dead?

so i just got a new cpu and mobo and i think it is DOA.
atm i am bread boarding it and the mobo is getting power, (but nothing else is) and my processor isnt doing anything (took out everything and iit wasn't running) or is it my mobo?? i have no idea.

Any error beeps? Anything thing on the screen, say video card BIOS, motherboard BIOS? Are the fans running? Does the power supply work (testers are cheap)? Any smell or smoke? Can you tell if your hard drives are spinning up? Have you pulled everything except video card, one stick of ram and the processor?

Also it would be great for you to post your current cpu & mobo info as well as the new cpu & mobo. If your old motherboard uses an older set of memory and the newer motherboard uses the new ddr3 memory, then that could be 1 reason its not running. Both the ddr2 & ddr3 use 240 pin technology, so thats 1 thing to be careful of. But like I said, post as much of your current specs as possible as well as the new cpu & mobo. We will gladly help you from there.

everything i had before works.
like i said only the mobo is getting power cause the power LED is on and USB stuff works. i tried my brothers PSU and mine neither worked for my little build ( both worked before hand)
running it breadboard too and all i have connected is my CPU.

my processor is 400W and works on my brother computer.

sorry for double post but im pretty sure the problem is my power connectors,i have them connected and there is power cause the motherboards standby power LED is on but when i press the button to start on the case it just doesn't want to. i am pretty sure i have them connected the right way cause asus gave me, with my mobo, a q connector that has labels on where to put the connectors.

any thoughts?

Got a chance to get a similar CPU or mb from a friend or something? That way you could check them independtly from each other and find wich one of them is down.
If you put your old parts in, does it (still) work? If not, the problem might be with PSU most likely

If there is a light on the MB, that is a sign that it's getting power. Ensure that you have the Power On jumper connected to the right location on the MB. Additionally, if you're testing this on the floor and your floor is carpeted, try testing on top of a desk and see what happens. For this test, you don't have to have any of the RAM or other components installed. If all goes fine, you should hear a few beeps from the MB notifying that peripherals and components are missing.
