For some reason Windows 7 home premium 64 bit flickers for the first couple of minutes of startup. I'm not sure why because all my video card drivers are up to date.

You are having one problem after another with your computer bud..
Still haven't made the Win7 jump so I'm not sure to be honest.. Just wanted to point out you've been having problems, one after another..

Could be due to overheated graphics card (maybe because of the clicking fan?)

You can use a tool to find out your GPU's temperatures.

Try another graphics card/RMA that one if you can?

Graphics card clicking got quieter ever since I looked at it with a flashlight, MUCH QUIETER. I can't even hear it without putter my ear near it anymore, so I think its going to be OK.

My GPU only gets up to 60c max, I use GPU-Z to check it.

Hi Rukus,

Simply to verify, does it flicker only at start up and then runs fine or does it continue throughout your Windows session?

Thanks,
Logic
