Looking to upgrade

I'm looking to upgrade my video card to something more suitable.

Currently it's running an ATI Radeon HD 4300, which is pretty much a laptop card.
I can feel that it's starting to burn out on me seeing as I'm getting FPS lag/ choppiness in games that I never got that problem before. I'm on a budget of less then $300 and would like some help on selecting the right product.

Current specs:

*Processor: AMD Athlon II X2 240 ~2.8GHz
*Power Supply: 250 Watt
*GPU: ATI Radeon HD 4350
*OS: Windows 7 Home Premium 64-bit

I'm open to suggestions, but saw this might be suitable. I'd still like an experienced opinion seeing as this is my first time buying new hardware.

Also, I understand that a new Power supply will most likely be needed and I'll also need help selecting one that is preferably top-mounted.

Good psu with plenty of wattage for anything you would end up getting.

You could also upgrade your cpu possibly using your current motherboard to a phenom ii x4 possibly. Might be a worthwhile upgrade. Cheapest on newegg is $90 atm:

So everything is here (excluding the CPU huck suggested) and we've hit a wall. THe Power supply will turn on (sometimes) and only power the CPU and case fans for 3-5sec, then shut them down, but continue to run the video card. so wtf did I do wrong? I really dont like the feeling that I blew $133 just to have this happen...

**EDIT**
I found the problem. The plug to connect to the ATX cpu plug cant go in right due to a black cylinder looking thing, and another one with a copper coil wrapped around it is blocking the whole plug from going in properly.**

**My connecter is an ATX 4-pin plug. While the PSU came with an 8-pin plug, it says it's compatible with 4-pin plugs.

We're taking it to Geek squad @ Best Buy here in Bossier City, maybe they can shed some light on the situation...
