So, I got my first Unusual, but everytime I spectate someone, they have the "Circling TF Logo" effect, the same as mine. It's driving me insane.
I also can't use my laugh taunt anymore.

Seeing as how it's your first unusual, I can understand how you were not aware of this. Having an unusual is actually a lot like pyrovision goggles. It applies the unusual hat effect to everyone else's hat. That's why you can only see it on yourself when you taunt, because then you're looking at you from the perspective of someone else. So don't think you're running around with a circling TF logo that everyone can see. You're not. However, you can see a circling TF logo on everyone else's hat. And that's pretty darn cool.

Same thing happens to me!!! In replay/kill/dead cam all I see is everyone with stormy storm, it drives me nuts. Lemme know if you can find a fix for it or any more info, I havent seen any

I saw other people's Unusuals before I got my own...

Idol's messing with you. A friend let me borrow his unusual for a day. It doesn't apply the effect to other people in normal scenarios.

Validate your cache files, make sure any skin mods you have aren't interfering with normal hat models, and try playing without the unusual hat and see if that makes hats go back to normal. If that's the case, then for some reason the effect is being applied to character models when you play with it on.

Try a different server that has SV_pure 1 or 2 running. If that fixes the problem, then it's a problem with whatever mods you're using, or if you're not using any, some kind of issue with your TF2 install. Reinstall if that's the case.

If nothing works, then just send a ticket in to Steam Support and hope that it's a glitch in the TF2 client itself and that it gets fixed.

As for the taunt. If you can't equip it at all, then Steam is reading your inventory wrong. If you just can't do the taunt but have it equipped, then the item server is having an issue sending packets to the item for you to use

Check your HUD, too. eve HUD and a few others were having problems where the effect was stuck in the middle of the screen, which puts it over their head.

I'm running full vanilla. I can equip the taunt, but whenever I press "F," my re-routed action key, nothing happens.

I honestly don't understand why it is a big deal having your effect on someone else.
NOTE: If you are using the unusual setting via our plugin on eGO servers, it does that. We haven't fixed it yet. Also, be aware that if you are a spy and disguise as someone, your effect still shows. This will be fixed soon.

As for the bindings, Try the following in console instead of the options. "bind <key> +use_action_slot_item" without the " or < >.

If that doesn't work, you can manually bind it via bindings in your tf folder.

EDIT: Also remember that if you bind it to a certain key with something already bound, it will unbind the previous key.

Oh hey, all of a sudden I'm having the glitch too. This didn't happen when I had my tree a few months back.

In my replays I'm invisible. Maybe that's why I'm just that good.

It is indeed a common visual glitch that's been going on for awhile. It seems Valve like always is quite lazy on fixing the most trivial yet bothersome bugs.

Happens to me also, I see my purple energy on everyone whenever I die and have to watch someone. It's actually pretty cool sometimes too because if someone else actually has a unusual, you'll see both on them~

It's not that they're lazy on this particular bug, just really really good at introducing new ones when fixing old ones that have been around for months. I first noticed my backwards ballcap's flaming lantern sprites floating around other people's heads in death obs after they fixed the domination disconnect bug a little while ago (you know the patch, the one where dominations were reduced by 2 instead of 1 if a dommed person left the server).
