There's never too many.

But you do have to have less Snipers than you have Spies.

12, i think 2 should be good enough, maybe 3 if they have extra snipers and you have a good sniper and need less powerful classes.. Some snipers are too dabes and can be like 9 of them...

I can't remember who made up this equation, but it works out pretty well:
(Snipers + Spies) ≤ (Total Team members/4)
So on a team of 12 there could be 3 snipers or spies (or a combination of the two).

The map and the opposing team are important factors to consider as well.

snipers are good for cabering, they stand still and dont look around to often :3

Snipers are wretched. Nooblets go sniper or spy to get the l33t one hit kills and then ignore the objectives. At least inexperienced soldiers or demos can provide spam or a body to absorb damage. Or scouts, even a scout that can't aim can get on the point/cart.

It's funny how I had to dodge over 5 snipers trying to get me on 2fort, lol.

In a pub server, or any server really, you really don't need more than one. In fact, you really don't need more than one of any class, with the possible exception of medic. Even then, it is far better to have a more balanced team. For instance, I main medic, but if we have another medic, and no damage classes like demo or soldier, I'll usually switch. This kind of thing holds true in every situation, for every class.
