Steam cloud download

I formatted my old hard drive which had all my steam saves....
my question is there a way to download my steam cloud saves?

So long as a game has cloud support the saves should be saved on the Steam servers. If not, they're gone with the data you formatted.

Just go to your games list and click the list view button, if there's a cloud next to the name it's been saved and will be there when you reinstall the game.

Ok so when I launch the game it should automatically download the files from steam server? ie:BL2

From experience, it should pop up a window asking if you want to overwrite your steam cloud files or keep them. If so, "hopefully" you should have the option to load the files from your cloud.

Yup. Just uninstalled Papers, Please to check and my saved game was there right off the bat after it reinstalled.
