Well, you're not dropping packets. 100% packet loss on a blank line is just a switch with paranoid security on it. However, looking at the max ping and the graph across the bottom it looks like you're spiking a pretty high ping with a fairly regular pattern. Lets see if we can't narrow it down. First, some information if you please.
1. Please confirm that these ping spikes correspond to the stutter you are experiencing in game. (net_graph 1 in console and watch the traffic when you stutter)
2. Is there anything else in the room, particularly between the wireless router and your system that can be generating interference?
3. Are you running anything on your computer that could be creating this in the background?
Given that you're running a wireless network (and I have a particular loathing for the inconsistency of wireless) I'm thinking this may be either interference or simply a bad router. So, assuming that #1 proves true and your ping is spiking at the same time you are stuttering, I want you to go invest in some CAT-5 Network Cable so we can confirm if this is entirely on your end or not. Cabling is cheap and you can never have too much of it. Disable your wireless network card, unhook the wireless router, and plug your box directly into the modem your ISP provided. If the stutter is gone, then it's your wireless. If it's not, then we'll have to see what else is going on.
