This is kind of odd, but CT's can learn their lesson because of this.

Honestly, I'm kind of tired of CT's baiting. So I think CT's should have a lesson learned.

New Rule: If CT's bait and a T kills them, the T won't die because it was the CT's own fault for baiting and being killed.

Yes, you might think that this kind of stupid, but I'm sure when you experience it, it wouldn't be stupid.

Lesson Learned!

Now as far as the guns that the CT is carrying, I really didn't take thought in that.
Maybe ask them nicely to put the guns down. If they do, they can live down they can live.

Seen it implemented on other servers so it's possible.
On a different server, terrorists are free to kill counter-terrorists that are baiting meaning there is no consequence if they chose to do so. This of course creates a need to specify exactly what exactly qualifies as a "bait".

Whether baiting be confined to the general term of knifing distance or further specificities (ct's back must be turned to t's or be standing on their hands for it to be counted as baiting)
 
Guards are not to aid and abet the Prisoners. If you catch a Guard baiting, alert an admin on the server. If you choose to kill a Guard, you will be considered as a rebel in most circumstances.
 
For what it's worth, the Jail server I played on before I joined EdgeGamers had a "no-baiting" rule. The way it worked was simple: CTs were never allowed to be in a T-designated area (wherever the Ts are required to be at the time) or else they could be attacked and/or killed with no repercussions for the T.

If the Ts were required to be frozen or not moving, they could knife at baiting CTs without consequence but would be rebels if they moved from their spot.

The way it worked was after a T killed the CT, the warden or another CT would order the T to drop their weapons (possibly to move away from other Ts first). As long as the T obeyed the order without pointing any weapons at a CT, they were not wanted and could return to the activity.

CTs that repeatedly baited or gunplanted were revoked.

EDIT: Additionally, if a T could get you without leaving their designated area, they could knife and/or kill the CT without repercussions. If, for example, they were having a deathmatch on the soccer field and a CT was standing close enough to the edge that a T could knife him and still be in the field (more or less), the T was permitted to do so if they wanted.
 
We aren't going to enforce rules that are not in place.
