Correct me if I'm wrong anyone, but I think anyone is allowed to join the events, except for a select few such as royal rumble, rank-related scrims, etc - no requirements needed, other then signing up for the Realism Campaign when those come around.

It's also recommended to be in Teamspeak since rules are usually explained there, although they can also be explained in-game.
