Individual promotions seemingly come at random and group promotions happen on things like holidays. That said, I personally and I stress personally, haven't seen leadership on much in BC2. From what I heard Skagnatti stepped down/moved on and I haven't seen Music in a Sturgeon Moon. I couldn't tell you how much people are being monitored for promotions. Perhaps they are monitoring chat logs. Maybe leadership will pop in here and surprise us all. *Cough*.
You've got some options. I suggest first getting onto TeamSpeak3 and look for an admin. I would try the BF4 channels first. Alternatively look for someone on Steam or Origin.
Or you warn the player causing the ruckus and if the behavior continues file a ban request.
