Some people will always be faster than you at some point [beer, lark, tip...the list goes on] but keep trying!
Wow! That is quite a compliment, Shifty, thanks! I do not consider myself on the same level as those other hackers...cough, I mean players. They are much younger and quicker than myself.
I would also add, in case you are uncomfortable with quickswitching... I find that the way I do it is just as fast, after much practice, and I am able to move both left and right, without having to have a finger on Q.
First, in console, cl_autorezoom 0
That turns off the scope automatically trying to come back up after you fire a shot and your player is bolting another round.
Second, practice against a wall. Pick a stationary target. As fast as you can, try to scope in on that target, by having it more or less centered in your screen (the less time you are in scope, the better your chance for survival) Right click to bring your scope up and shoot. As SOON as you hear the shot fire, right click again immediately. This forces your scope back down. During all of this, you can have both fingers on your movement keys to go any direction you need. Then practice by moving back and forth. Pull your scope, shoot, unscope and then move.
Shifty had good advice about focusing on those corners. Some other snipers and riflemen and MG's will be peeking those same corners, so if you are already looking at them, your chances are better.
I always dance around like crazy. This serves 2 purposes... it keeps me from being stationary for someone to just shoot dead, and secondly, while I am moving, I am using that time to center my target on my screen. Then when you scope in, you have very little movement to get to your target. Again, the less time you spend scoped in, the better.
I have over 7,000 hours in the game, and most of them have been with a sniper rifle in my hand. I could never get used to quick switching, and to be honest, havent felt the need to. The way I do it is almost just as fast. We are talking a millisecond's difference. But whatever feels the most comfortable to you, just practice it. A lot. That is the best way to get better.
