Hopped into 60 Hz yesterday and while the server was full, it was extremely laggy. Lots of players that were on that server were complaining about it, and checking the chat logs, it's been a frequent issue. I ran an MTR on this while it was empty, and while colocrossing has ICMP limited to the gateway, The worst packet that I saw was 119 ms. On average, it was around 40 ms from MI to ATL, before entering the colocation:

Keep in mind, this is not me filling up the server with echo requests, a simple ping. what concerns me is the slight jump on the gateway into the colocation when the server should be "idle".
I'm going to perform the same test on this when the server is full, but what I'm thinking, the excessive lag might be due to the server being full and the machine just not having the horsepower to support this? It would probably be a good idea to have someone check the network/cpu/what have you/ utilization when this server is at 64 players and see that the server is optimized to handle the bandwidth/processing constraints that it should. It's very possible that we don't see this when we have ~20 eGO members on horsing around, simply because we have not crossed some sort of threshold.
