Note that both of these only apply to compiling. Any maps already compiled and on server are fine.

Valve somehow broke a few things related to vrad and lighting. This is causing static props to lack illumination.

Fix: http://steamcommunity.com/workshop/discussions/-1/412447613563111367/?appid=730

In expert compile mode, add '-StaticPropLighting' to $light_exe parameters.

So in full, it should be '-StaticPropLighting -game $gamedir $path\$file' without the quotes.

Also, named lights used to slightly work as long as you didn't compile with hdr. They lit things up, but would have some issues with shadows. Nothing too big. now they're been buried 30 feet underground in a lead lined coffin. Heres now what it looks like when you compile an area with named lights, even with hdr disabled.

Fix: don't use named lights anymore I guess. :|

yes. The ones I tested (without dynamic light enabled) do anyway. Not sure why you would enable that since it kills fps and does basically nothing.
