Yes, no less than 16GB Ram, 32 if you can afford it. Unless you are planning on upgrading in the future. It is better to pair memory of the same brand and type.
Quad-core for sure, i7 if you can afford it. If not, that CPU will cruise well.

OS? win10, 8.1, 7? No 32-Bit OS ever, those days are gone. Unless that is all you have, then make do and smile.

Split your Hard Drives.
Get one SSD (500GB if you can afford, half that if not)
Put your OS and load all apps on the SSD
The SSD will load everything much faster than a standard HDD.
Your rig will boot in under 5 seconds. All software will start up in half the time they ever did before.
Get the Blue 1TB for your data, pictures, stuff. This is the place you store your junk. This is a pretty safe place, viruses don't usually go off looking for spare HDDs to corrupt, but that does not mean it does not happen.
Once you get your main SSD drive where you want it, use something like Acronis to ghost it into a 1-1 back up. Save that away on a large enough external drive that will hold it.. Now when ever you have a virus or bug that eats your lunch, break out the back up and load it onto the SSD. Your back to day one without having to sit through finding your OS disc, drivers, or whatever.
