Issues with CSS Dust2 No AWP?

Second day in a row that server has been lagging badly around this time (early-to-mid morning CST.) Is this an expected behavior?

Yeah, server was completely dead, only myself on. Few people joined, then it started lagging and is now dead again.

Server never used to be down. Two days in a row hurts.

And it's dying again. This is ridiculous.
