Server Lag?

I seem to have a constant problem of other players skipping around a lot when I'm trying to snipe them. Makes it extremely hard to kill and in close range combat gets me killed a lot. I don't think its my end because I generally have low ping; I think it may be the server. Anyone else experience this?

Yeah I had it happen really bad for about 5 minutes then it kinda fixed itself
