everyone is in server 1 and the 4 people on server 2 just keep rdm people when they try to get a car. can we get some member over to server 2

To add to what she said, when ingame, you can type:-

/report [message]

to send a message to any admins online in the server currently.
When reporting make sure to give a brief description, & if possible, a ID number for the player causing the issue/being reported.
