The Rocket Cad - Not Being Accepted

Ive been trying and trying to be accepted on the Rocket Cad system I tried over 3 times and i'm still not accepted please fix this asap! my name on GTA RP is James West

Every time I get pulled over they are saying that im not in the cad system?

Have you created a character on that?

Creating Your Character
1. Click the “Start Patrolling” box and scroll down and select “San Andreas Civilians”
2. Select the server that you are playing on currently
3. Hit the drop-down on “Select Pre-Defined Identifier” and select the one we created in Step 6 of “Joining The CAD” then select “Continue To Patrol”
4. At the bottom, select “Create New Persona”
5. This is where you will fill out all your information for your civilian, be sure to fill out all the boxes! When done, select “Create New Persona” – https://i.imgur.com/1bQLe4f.png
6. Enter the address you wish to have in the “Search Address” bar then select “Save Residential Address”
