15 min CT ban from a swap doesn't transfer after map change

Please describe the issue in as much detail as possible.

As the title says, after an admin swaps a CT and the map changes before the 15 min CT ban timer is over the player who was swapped is able to rejoin CT queue.

Of course admins must be vigilant when it comes to swap evasion but I remember before when the 15 min ct ban transferred even after the map changes.

If, for example, an admin swaps a CT on the last round of a map, that CT is able to rejoin guard queue on the next map avoiding the 15 min CT ban.

I believe this has been happening since the pG-eGO merge. Before the merge I recall the ct ban transferring even after map change.

Then it would fill up the "CTBANS" page with a bunch of swaps, which would be stupid.
I don't remember this back in pG though, swaps havent carried over maps for more than a year or something like that now..

This was a pG issue as well. Most admins just reswap them after map gets restarted

Later on I'll expose another issue with JB swaps once I'm done exploiting (too lazy to create a post)

The 15 minute CTban from a swap never used to transfer through maps, even back in pG. If you think this is something that should be added then please make a suggestion for it.
