Please describe the issue in as much detail as possible.

Admins are able to CT ban a player even after he was already CT banned. I remember before seeing a message pop up along the lines of "This player is already CT banned" or "This player must be a CT to be CT banned"

Admins are supposed to use communication prior to using their powers however there are cases where they try to quickly CT ban a player before they cause any more harm.

Please describe how to replicate the bug in as much detail as possible

For example, if a CT starts to spray down stack admins will try to CT ban them for Mass freekill however multiple admins are able to ct ban the same person even after someone already issued the ban.

Im not sure when this began to occur again but I remember there being a plug-in similar to the swapping system that prevented admins from ct banning a person multiple times.
