...They are WAY underpowered against them {Heavies} right now. This implementation would be for that very purpose. I don't see it being as effective on any other class as the heavy. I guess it would help finish off those pesky medics a little faster

Ah, have you tried circlestrafing heavies? Most of the time I get into a Heavy(not me) vs. Pyro(me) I simply circlestrafe. I'd say a good 75% of heavy fights I get into as pyro, I win.

That's because most Heavy players are crappy. A good Heavy on offense always has a Medic, which makes things complicated. When he is defending around his team area then you probably won't scratch him.
Yesterday I criclestrafed a Heavy with his gun spinning as Pyro too and he wasn't shooting even close to my location. Enough said, one of the things a players needs to learn is not freaking out when Pyro or Scout circlestrafes and keep the crosshair on the enemy.
As for the unlock...I say it's pretty balanced. It won't make Pyro overpowered as an assault class, because most aware players will spot him running and kill him before he can do the deadly flame+axe combo. It will make him good as an ambusher, like flame+axe around a corner.
I believe that the flamethrower unlock will still have some good options, otherwise everybody will just use it for 1 flame and then draw the axe.
The only thing which can make this weapon broken is the netcode. I had many situations when some guy killed me with a melee weapon from few steps away. No hits like this from the new axe when I'm on fire please.
