Can't PM for new players/Divison Issues (problem & bug)

Please describe the issue in as much detail as possible.

I recruited someone and they had an issue with DAPS where they couldn't chose CS as a divison and only had options for Battlefield 1 and 5, I haven't done this in a minute so I redirected him to leadership where the second problem that came up was He can't respond to PMs if you don't have 5 points. he's a new player and had to contact me to talk to the person handling his request. Don't know if its intentional to have 5 points before you can PM but that's a problem for new players

What should be happening instead?

A. Being able to choose CS as a division
B. Making PMs to leadership/member services not based on points

Please describe how to replicate the bug in as much detail as possible

Make a new account try to join CS divison and message someone

Any extra info we may need to know

Not sure if the CS bug is the recruiter's fault or the websites

The only reason that someone may not be able to select CS as their division in DAPS is if they’re missing their Steam ID in MAUL. It is intended for every new member to have a Steam ID in their MAUL before attempting to select CS in DAPS.
