I have it on a dust2 office rotation. Equal to donner and ava. It still isnt getting any fuller easy. I like many of your suggestions but i think Customs attract a bigger variety of people.

Well, I hate to say, while I absolutely love many customs, if the goal is to get a lot more people instantly then they might not be a good idea to have on at times you want tons of people just spotting it on the pub list and joining.
From my experience I have always gotten more regulars to my server and return players with customs, but lower amounts of actual people on the server in the beginning, not eventually though.
Even now that I don't run my own servers I still find this just as a player. I normally don't boot up counter-strike and look in the server list for customs, not all of them are great and also I don't necessarily want to screw with downloading them, so when I'm just hitting random pubs I normally don't join random customs.
But, I must say, I absolutely love customs, if I find a server that ends up running a custom I love, and can't find any other server that plays that custom, I will definitely favorite that server and return to it time and time again.
So, if there is a custom that in general people like, I think it could be definitely a good idea in the end for getting more people because it works the same way in the business world, new customers are always important, but return customers and return to business time after time are most companies main source of revenue and profit. I think it will work the same way with the servers in CS. If you want just a bunch of random people joining the servers who are just surfing the pubs then I wouldn't run customs, but if you want to build up a base of people who return time after time, I say find a good custom that nobody else is running on their server that people like, and most importantly, rotate it between a normal map and the custom. The normal map to just catch people who are surfing the pubs and switch it to the custom and if they like it, they will be back.
To get people to stay, there has to be a reason to stay, or else its easier to just search for the map you want with the amount of players you want and just pick the server with the lowest ping. The only two things that make me add a server to favorites and visit it frequently are:
1.) It is running a custom map or something unique about it I like that I can't find anywhere else
2.) I like the types of people and clan associated with the server or the servers regulars
That's why I am glad to say I'm part of Edgegamers. It was just a random cs_office pub server to me at first that I probably would have left and not returned to until zoomer mentioned I join the clan and told me what it was about and what it stood for. So you guys definitely have the clan thing and friendly regulars thing going for you, I just say run a custom map that seems to be pretty popular 25-40 percent of the time and stick with it for a month or so and once more regulars start to play I think those numbers will start going up.
