Bottom line, we need lawyers.
Currently we have a system where an officer Mirandizes us notifying us of our right to an attorney that we never get, charging us with charges we can never fight and relying on officers in a video game to be 100% honest and correct all the time AS WELL as an INTERNAL complaint system that allows officers to investigate officers of wrong doing.
As you might be able to guess, the legal system with this design is a BIT one sided.
I propose an Attorney Organization, not run by myself, but someone whom is willing and interested because I've got a security company on my plate.
This organization MUST be contacted by PD before they put a suspect in prison or fine them. The attorney should be given the opportunity to speak to their client, then provide an offer or discussion with the officer making the arrest. If the officer refuses to agree to the attorney's terms, the case must go to court. While waiting for court, with charges filed (BUT NO PUNISHMENT GIVEN) the suspect will be held in the jail cell for an available judge to hear the case.
If no judge is available, the officer and the attorney may re-discuss the terms OR the suspect must be released until a scheduled court date with the charges on his file. IF bodycam footage is available of what is CLEARLY the suspect CLEARLY committing said crime AND the judge is unavailable, the officer may choose to submit punishment, however the case will later be reviewed by a judge for potential wrong doing.
As for civilian lawsuits, civilians must pay a minimum fee to an attorney in order to file a lawsuit for any reason on another individual. This is to prevent a ridiculous number of silly cases being brought to court, maybe a $50,000 filing fee for a case. However all cases involving a suspect being arrested are provided with an attorney for free as they are paid by the city(Automatic organization paychecks).
The judge will determine the final punishment for the suspect.
Simple traffic stops and tickets are up to police discretion, however all arrests must be handled through this system.
TLDR: We need an oversight system for the PD that is NOT PD or FIB, it needs to be a civilian run organization.
Ultimately I feel this will allow more opportunities for Roleplay and more interesting interactions with PD, it will also allow for a far less potentially bias oversight system.
EDIT: With this concept, since we are adding a lot more work to the punishment system, I am also suggesting higher punishments.
