CSGO/CSS afk mover is broken

What server are you reporting this issue on?

CSS dust 2 and TTT, not sure if its on others

Please describe the issue in as much detail as possible.

If a player gets moved to spectator for being afk to long it will continuously spam chat saying [AFK] xxx player has been moved to spectator for being afk to long

What should be happening instead?

It should only send the message once
​

Please describe how to replicate the bug in as much detail as possible

wait for someone to go afk on ttt
