Admins Not Getting Perms On Map Change

Please describe the issue in as much detail as possible.

When map changes admins are not receiving their permissions. I've seen it before but rarely. Now it's been happening multiple times throughout the day.

No specific map is causing this from what I can tell. Rejoining usually fixes it but not all the time. Last time it occurred was map changing from jb_prison_architect to jb_clouds at around 9:50 PM EST 01/05/2020

What should be happening instead?

Admins should be receiving powers on map change instead of having to reconnect.

Not sure how to replicate. Does not occur each map change but has been happening more frequently throughout the day.

Sometimes you have to retry twice to get powers.

It seems like this issue has fixed itself, I have not seen it occur again. Will keep an eye out.

On source servers this was an oddball bug sometimes - was caused by people connecting before the server had established a connection to MAUL. I recall it being too difficult or impossible to track down because it was super super sporadic and random, and just fixed by a quick reconnect.

This was all on Source games and was just random too.
