Add spectate menu for TTT

[platypushunter]

So basically TTT spectate sucks because there's no spectate menu. All i can do is move someone to spectate with the command. If i want to spectate someone individually i have to click through and hope it finds the right person. Would be a VERY welcomed addition IMO
