Effective immediately as of 11/14/2020 are some new rule changes:

  1. With the new F9 menu, EMS/PD/Mechanics have access to change the extras so players must go to a mechanic to receive the F9 extras.
  2. Starting today, the Leadership Team has made the decision to classify the intentional removal of a vehicle's VIN number or license plate as power gaming. With this addition, it will also encourage players to use stolen vehicles rather than their personal vehicles as personal vehicles have a chance of being seized if caught.
  3. The only vehicle that will be allowed to have no VIN and no legal plate is illegal black-market vehicles that can be purchased.
If you have any questions, feel free to reach out to me or any other leadership member.

Have fun!

Wouldn`t it make sense to add F9 back rather then going to a Mechanic?
Hi there, it would not make sense to add F9 back because the way to remove plates is through F9 and realistically, mechanics will not be taking plates off for you.

This needs way more specificity. What about vehicles you can physically remove the plate on using f9? What about vehicles that you can physically remove the plate by modifying? If have a car that is so old its from before vin numbers even existed and it doesn't have a plate what happens then? I do think the vin number removal thing was kinda power gaming, alongside removing plates from cars using /me, but if you're telling me its powergaming to go take a screwdriver and remove my plate from my vehicle I don't know how I feel about that. The same can be said about the vin number situation due to vin numbers only really being introduced in 1954 and made common in the late 60s. Please let me know.

I personally disagree with this, scratching VINs is realistic and so is removing plates. Until there isn't the difference in plate layout from personal cars to local ones, using stolen vehicles is going to be tough.

Well I like this rule cause now people can KEEP THEIR CARS since they can’t scratch off the vins, and I believe the DOJ has accepted at least 5 or so non-black market cars that had no forms of identification at all so the criminals are lucky to get their cars back in future RPs otherwise sucks to suck doesn’t it

Why don't people want to RP with the mechanics? We're all awesome people.

Some of the cars in the city its impossible to have a plate on it. So does this make this vehicle unable to be drove that the people spent there money on? If you cant remove a plate off of a vehicle you get caught or get a warrant every single time and there's nothing you can do about it. I Feel like you should be able to take the plate off but not be able to scratch the vin off. I feel like its balanced because Criminals can get away and PD can still find out who the Criminal is by looking up the vehicles vin number if they find it abandon, you could also RP calling the dealership the criminal bought the vehicle from.

im not gonna dislike because im not for destroying panda's rep score, but I will put in my 2 cents

idk how i feel about the removal of license plates being power gaming. sure, scratching vins kinda is because that takes away the only other way you can identify a vehicle owner. But for license plates, if the car you bought had the ability to have it's license plate physically removed, then I feel taking away that avenue of anonymity from criminals is just restricting the various routes of RP even more. As well, if the goal of removing the F9 menu from Civs is to promote Mechanic RP, then why do EMS/PD have the ability to set their own extras? I get that they use them more, but that makes it all the better to actually have an individual RPing with the public servant about modifications to their car.

I hope this thread turns into an actual discussion and doesn't get locked for no reason, or becomes a toxicity fest because it seems that people actually have opinions on this matter that deserve to be heard. I'm also going to give Geopou Geopou a mention because he makes a great point on older automobiles and how vehicle identification would be lackluster with those models

Scratching off vins and removing license plates was being done ad nauseam with the intent of stifling investigatory roleplay of others. This change is designed to promote using stolen vehicles and to promote a different approach to crime scenes. Removing vins is only done to stifle such roleplay. To a similar extent, removing license plates does the same. Removing a license plate shouldn't be a free ticket to avoid police alpr or f6 menu, which track the cars plate anyway. These changes were meant to break up the meta of using your fastest car, dumping it when it breaks and stifling all roleplay options that would be used to figure out who was driving a vehicle.

EMS have ability to use F9 extra's because if you are on a scene that requires adding something to the vehicle you already have and you know how to attach it or put it on. You should be able to disable or enable an extra to gain access to med bags, Fire extinguishers, fire axes, ect. Like for the EMS Dodge ram you have to disable an extra to get a med bag or a fire axe out of the side of the vehicle.

My conclusion is short and sweet after talking to @D3FaulT This change is confusing and unfair to new players. I see this being slightly changed in the future. All in all this change has good intentions but is quite misleading and confusing on both sides. I have a ton of time on cop and even more on crim, I see this change as a negative with positive potential.

If you have confusions about this, please post them here so I can address them. The intent of this change is primarily to curb actions meant to stifle the roleplay of others. Roleplay at its core can essentially be boiled down to actions and reactions. When your actions only have the intent of preventing any possible reactions, forcing others down a path with no options, then you may be crossing the line into powergaming.
