Delivered gift DS

Add a way to gift DS to a specific member, just like Twitch with gifting Subs. It could also be a way to provide prize pool to events.

I don’t think it was. Upper leadership had an option at one point where when we did giveaways we could generate a code and users could input it to receive a month or a few. But we had never the option to gift to other users.
