Not Planned topic or thread command

I just thought of something. Is there a way we can make a !thread or !topic command? (for csgo) For example, if i were to do "!topic 371817", it would show up this hilarious as heck post and video, in a new tab/window: https://www.edgegamers.com/threads/371817/ , or even in the steam overlay?

If we can make that happen we can possible force a client to run that command to pull up the rules

There is no way to force a client through CS:GO to open a URL. I don't really see the point of this, as you could simply paste the URL into chat.
