Server wont issue warden

Description of the bug.
After war day on undertale, the warden is not selected or randomly selected even tho CT's are pursuing it

What should be happening instead?
There should be a random warden selected after 30 seconds if no CTs pursue.

Describe how to replicate the bug.
Happen after war day on jb_undertale
