I’m beginning to start streaming VR games but each time I do I get at least 10 minutes or so before my computer screams in pain and makes the game laggy if any suggestions on how to make last for an hour would be grateful.
 
Playing vr on itself is already hardware demanding, so also streaming at the same time just makes it worse. I suggest taking off your side panel so that you can at least have cooler temps for a bit longer.

What are your pc specs?
 
depending on your budget a dual pc setup for streaming would most likely be ideal for VR since like deer said its super demanding running VR already especially if youre playing complex games. If youre not trying to buy a whole 2nd pc then i'd probably keep task manager going and see whats getting stressed the most and upgrade that.

Removing the panel won't guarantee getting lower temps. Without the panel on you don't allow for the air to properly flow through your case/components, especially if your intake fans are on the side then they are just blowing it out of the panel with no side on it.

Listing your specs would be helpful to know and also what VR games roughly you are referring to as stated VR is pretty heaving consumption on your hardware so each game matters. Also ensure when you're streaming you're not using your GPU for encoding, you will definitely have issues while attempting to play and stream. It may also help to have as little as possible open on the computer while doing all this. So close out of everything that isn't required for stream ie browser etc. Having only your stream software open and your game will help as well.

Yes that does, and at your specs you should be able to stream and play some VR without problems, I do it with an i7-6700 and a 1070, but I only ever have my streaming program open and my game. Now that also will depend on things you have running and if you don't have proper air flow for your case could result in some throttling.

See the attached image, it's a good diagram for airflow on how your case should roughly be set up. Also did you build the PC your self or is it a prebuilt(not an issue if it is, just helps with the next part possibly). Some things you can try/check are making sure all your drivers are up-to-date, your bios is up-to-date and any VR games/programs you are using are not in beta, i.e. oculus store, steam VR.

If you built the PC you will know if you added proper amounts of thermal paste but if it's a prebuilt you could have the chance of your CPU throttling due to it getting too hot, if you're comfortable you can try reapplying some thermal paste. Another good way to determine what the 'problem child' is by running Cinenech R23 bench(free) or 3d mark($30) to see what's struggling to perform, but close everything while you do it!
