CSGO Bhop Tired of people going AFK

Pretty annoyed that people just go AFK in the server late at night and prevent the maps from being skipped. If I am the only one playing I feel like I should be able to change the map. Would like a fix to this if possible. Like an afk timeout or something of that nature. It is pretty frustrating having to sit on a map I don't want to play for 30+ minutes because some people just walk away from their pc and go to bed.
