Well, remember that first and foremost we want people to have fun on our servers. As admins it is our job to make sure that the servers are as much fun for as many people as possible.
Now, keeping that in mind, let me present a hypothetical situation here. Say you already have your achievements. It doesn't matter how you got them -- you just have them. Now, you join a server hoping to have fun and kick some tail. Only, when you join the server, half of the players aren't actually playing the game, but are instead trying to get achievements. How is that fun for you? How is that fun for the other 50% of the players who already have their achievements or simply don't care about their achievements?
I remember when the medic achievements came out, I'd go to a server and would be bored out of my mind because a significant chunk of people were achievement farming. So, I eventually left the server. Which is what we don't want to happen on our servers. We want people to keep coming back.
That said, it would be impossible to come up with a firm definition of what is and what isn't achievement farming. This is why it is left up to the admins judgement on a server. If a heavy wants to stand next to a dispenser and spray bullets to get the 1000 bullet achievement, I have no problem with that as long as the dispenser is in a tactically sound location. It's a tactic that is already popular in certain situations.
In the end, we just want people to have the most fun possible on our servers and achievement farming tends to ruin that fun for a large portion of people. So, come Tuesday it will be the same as before: warn/kick/ban as necessary to keep the farmers off and the players on.
