When making a "Top [insert number] Games" list, I think there has to be some explanation involved in the decision making.
For example, there's a difference between Top 25 Games in relation to playability today, and Top 25 Games in relation to impact at the time.
GoldenEye's a good example, because having recently taken it out at a party, after about 5 minutes everyone playing agreed "screw this, lets play Halo". So in that sense, GoldenEye may have been important in developing the modern FPS, but it isn't something that can still be played today with the same amount of fun as when it came out.
So... Meh. I think broad Top Game lists are kinda pointless because of that. But then again if everyone agreed what the best game EVER was, then I'm sure no one would ever play anything else.
