I think I can speak from a unique perspective, as I ran eGO's scrim program for the duration of the House v House scrims. Much of what Booster said is accurate, and so I won't reiterate it. But not only did it cause strife and conflict between the houses, it created an administrative nightmare.
I personally was juggling between dozens and dozens of PM's about players having attitude problems, complaining of cheating, and god knows what else, after every single match. I'm sure many members of the Council faced similar issues.
As fun as they were for SOME people (not the losing houses), it's a simple matter of cost-benefit analysis. And the problems and frustration of those scrims outweighs any possible fun factor.
