extreme lag

I lag anywhere and everywhere on valve games on all servers except a few. My brother however, has a perfect, dandy time on the all servers, but here's the catch, I dont lag, but it seems like everyone else is and I know that's not the case.

Have you tried setting up your rates?
I can't remember the ideal ones off the top of my head, but they're somewhere in the forums...

type rate 30000 in console
type cl_cmdrate 101 in console
type cl_updaterate 101 in console

Sometimes the rates all get reset to like 3500 for rate, and 33 for the others, and it screws up. I don't know why, but this is what works.
