Custom Sprays

I would like to make a custom spray, but I do not really know how. I wouldn't know what program to use and such...any help?

Some good programs (that are free) are Gimp and Paint.net, theres even a plug in for paint.net for vtf files which helps make animated sprays =]

photoshop is always the best. adobe flash for animations.
