Auto balance on Dust2

Why is there no auto-balance on the Dust2 server? all I see anymore is the best players stacking CT's and the T's have virtually zero chance of success. Today I joined to a nearly full server and watched it dwindle down to 10 players total. T's would quit and as new people joined they were forced to T's and after a couple of rounds they would quit.

I cant say for sure if that's the reason they quit, but it was just sad to watch the server population die so rapidly from the apparent imbalance.

Yea we had that going on Highschool, the teams were 3v3 but the balance of skill, or intensity wishing to play at was lacking. But i was in on Office where Ts were winning 17-3 or something, We can all thank Killzone for that score, he went like 36-9 .
