The Jail server and lag

Why does the jail server lag, its weird it will lag for some people and not for others or it will lag people at different times....I there anyway to prevent it or fix it for individual persons?

Well you learn that there are some maps that lags more than others with certain high amount of people, best thing is to "avoid" them.
